Augusta — Gov. John E. Baldacci has ordered the U.S. and state of Maine flags to be flown at half-staff from Friday, Nov. 6, until sundown Tuesday, Nov. 10, in memory of the victims of Nov. 5 shootings at Fort Hood, Texas.
